This the policy Handbook available to all members of the church to read and to know the policies of the Church of Jesus Christ of Latter-day Saints.
In a body that is as big as the Church, it went through a period of correlation. Correlation is strictly done by the men, with very little input if any by the women of the Church. Yet as best as can be done under direction of 50% of the population, this is what we have, and why we have slow policy change in the Church. This policy can be viewed as the legal structure and code of conduct in the church.
